Executive Summary - Defensive Tactics for Non Lethal Training

Purpose:
To coordinate the facilitation of an advanced self-defense/Use of Force seminar that Police and Detention Center Officers can enroll in to offer training in non-lethal tactics to deal with violent crisis situations. The seminar is directly in line with the existing philosophy of the Toronto Police, a “goal of not using lethal force and philosophy of using as little non-lethal force as possible...non-lethal means of stabilizing a situation” (pg 154, PEwPiC 2014) It is essential to practice these skills so that when in a crisis situation, the officer can perform effectively in real life.
I would like to brainstorm with the Minister for Solicitor General’s Office a means to bring the training my self-defense instructors showed me to the city of Toronto. Through communicating, we have the opportunity to make the lives of officers safer and those whom they interact with on the job. The outcomes from taking the seminar is to simply “enhance officer and public safety.” (UoFCFR 10, 1998)
The seminar will feature black belts in weapons training in non-lethal tactics. One of the instructors has experience using the non-lethal tactics in correctional facilities.
Situation:
From 2013 to 2017, assaults on Police Officers has risen over 1100%!? There is a clear demand for training in non-lethal, close quarters self-defense.
